I figure the plan is to take out multiple targets over the course of several episodes, with CTU and the military unable to locate the stealth. This would support Marwan's statement to Jack about leaders being afraid to be in public, as the rogue stealth will come and get them. Air Force One is way too obvious a target, especially when they keep flashing the exterior of Air Force One right before and after scenes with the imposter pilot. This is standard 24 distraction. We're more than halfway through the season, and we STILL don't know what Marwan's big score is. Personally, I think that he's going to try and wreck the US economy. What makes this season so powerful is that I believe Marwan's going to win. My guess is that on episode 24, Jack will learn that the show should have been called 48.
