This caught the WH off-guard, which would indicate that this isn't a shake-up. And I doubt that Goss would simply quit like this and leave Bush in the lurch without some very compelling reasons. He himself may not be guilty of anything related to Foggo and the Dukestir, but the WH really can't afford to let the stink of that situation get within two degrees of separation.
