		<description>Caveats are not exclusive to Afghanistan.  I served in Kosovo with KFOR 7 and most of the nations there have caveats on the peacekeeping mission also.  For example several countries are proibited from using any riot control agents (ie CS/tear gas and pepper spray) they are not allowed to use physical force to quell rioting.  This led to a reliance on US force to respond province-wide in the case of major rioting.  One country that seemed to have no caveats (oddly enough) was Sweden.  Their solution to riot control was to wrap an armored car mounting a water cannon with concertina and drive into the crowd.  Followed by fully equipped soldiers in full protective gear with 3 foot batons.  The Italian Carabeneri were also well equipped to eal with riot situations.  NATO troops make decent peace keepers, not sure how they'd do in combat tho.

		<description>All of this money and time spent by these learned people to identify the problems facing Western Europe and the United States and they still failed to identify the biggest threat facing the free world.  This is Russia.  Russia has the largest and most advanced nuclear arsenal in the world and it is increasing its conventional military strength at a rapid rate.  Also, Russian leadership has identified the United States as its number one enemy.  

We4stern civilization faces a number of problems.  It is already in a precarious position.  I'm not sure Western civilization is strong enough to absorb a loss in Afghanistan and expect to survive let alone remain a major force in world affiairs.  If other members of NATO will not fight, somehow the United States will need to step in and fill the gap.  It is my understanding that the US plans to increase its armed forces by 75,000 or so troops.  If this is done and the recent security gains in Iraq can be held after the bulk of our forces have withdrawn, these additional 75,000 troops can be used to fill in the gaps in Afghainstan.  Hopefully this will be enough to turn the tide in our favor in Afghainstan.  This is one I do not think we can afford to lose.</description>

		<description>The third bullet point I think serves a perfect microcosm of the cruel reality this report presents. When we have to promote climate change within a military alliance statement in order to get the Europeans to sign on to its release, clearly the purpose and seriousness of the organization has been lost.

I understand there is an idealized hope for Western unity, but it is becoming more often than not that most of the European's are just dead weight. I really wish the American leaders would take a hard look at the realities of the world and start reforming our military alliances around them.</description>
