Stephen Hayes, I am afraid, is a notoriously unreliable source.
Much of his writing in the past concerning Iraq/Al-Qaeda connection was discredited. In fact, that very memo that he used was called, by the Department of Defense, "not an analysis of the substantive issue of the relationship between Iraq and al Qaeda, and it drew no conclusions." Please do not harm the conservative movement by citing unreliable sources.
