LET’S TALK ABOUT TOILET PAPER

Some might believe the idea of writing 1500 words about toilet paper to be a complete waste of time. Of course, that means that reading 1500 words about toilet paper would be an even bigger waste of time. But before you click away from what, on the surface, would seem to be a throwaway post, I want to engage your mind and stir your soul about the importance, the efficacy, and the sheer wonder of this absolutely essential household product.

Have you ever contemplated what our civilization would be like without toilet paper? We’d be stuck using old copies of the New York Times or Washington Post - sort of like spreading shi*t on sh*t, although if newspapers wish to survive, perhaps they could start a movement to ban bathroom tissue. Think of the extra millions of copies newspaper companies would sell. People might not read them, but in our modern society, products with more than one purpose have a better chance of surviving.

Still think I’m off my nut?Au contraire, bon ami. I believe there is a direct correlation between the economic health and spiritual well being of a society and the quality and selection of the bathroom tissue it offers.

It is unknown when humans even began to care about cleaning themselves after defecating. The fossil record is silent on the issue and archeological evidence from paleo-human campsites is lacking.

It was probably some Cro-Magnon woman who got tired of sleeping with a stinky man and pointed out the advantages of cleaning oneself after doing his business. Since we all know that women’s stools don’t smell, this is logical (neither do women stink when they sweat, or perhaps men don’t notice it because female perspiration is an aphrodisiac to most of us).

It was the Chinese who first figured out in the second century AD that their invention of paper had applications far beyond the ordinary purpose of being a surface upon which writing might be stored and shared. A fanatically clean society, the use of paper to wipe one’s bum must have seemed a much better option to the Chinese than bamboo grass which, unless you are careful, is capable of cutting the flesh like a Ginsu knife. (The Greeks apparently used a sea shell to scrape the area clean. Try that without letting out a yelp of pain.)

Paper was used in various forms and shapes by succeeding cultures. But it was a highly discriminatory product. Only the rich could afford paper while the middling classes and poor were stuck with other, decidedly less comfortable and efficient products.

It took American ingenuity to invent egalitarian toilet paper. Wikpedia says it was a fellow by the name of Joseph Gayetty who developed the first commercially available TP in the world in 1857. The product had a few drawbacks, however. It came in small sheets for one. Then there was the problem of splinters, since the process of manufacturing soft, smooth, quilted, or multi-ply paper was a few decades away. It doesn’t take much imagination to experience the pain that would be felt if one were to be unfortunate enough to have a splinter lodged in your anus. True love would be your wife assisting you in removing it.

It wasn’t until 1935 when Northern Tissue advertised “splinter-free” bathroom tissue that the modern technological age began and industrial society was poised to reach its peak of perfection. I shudder to think that I might have been born in an era without Charmin or other premium brands of TP.

It should be noted that there is still something of a stigma attached to the product. Why this is so relates to our shame regarding any discussion of the private parts of the body. That, and the indelicate nature of what the product is used for. But really, when you think about it, why should shame be attached to a wonderfully useful product for which everyone has need? There isn’t a soul alive or dead who could honestly say that they were indifferent about the necessity of utilizing this product. It as universally essential to daily life as Hellman’s Mayonaise or Plochman’s Yellow Mustard.

Hopefully, this attitude is changing thanks to a groundbreaking series of commercials for Charmin TP that features animated bears who are actually seen almost using the product. That, of course, is the final barrier that needs to be broken. Once the Charmin Bears are seen wiping, we will have a new normal for bathroom tissue commercials. There will be a scramble among Northern, Scott, and the other giants of the industry to show their product in use. I await this day with much anticipation for it will be then that toilet paper can come out of the water closet and breathe the fresh air of a deserved, respected notoriety.

We have few jokes about toilet paper in our culture. That’s because of its ubiquitousness, as well as the superb quality of the tissue that is generally available even to the poorest among us. I did find a rather funny Chuck Norris/Jack Bauer truism. Playing off the idea that some toilet paper has celebrities printed on the roll:

They once made a Chuck Norris toilet paper, but it wouldn’t take sh*t from anybody.

Socialist societies overflow with TP jokes. That’s because when such a basic necessity is part of a command economy, there will never be enough and its quality will be a joke. This brings to mind P.J. O’Rourke’s masterpiece Holidays in Hell where his visit to the Soviet Union in the early 80’s was painted as a nightmare of shortages, and standing in line for hours just to purchase a couple of rolls of toilet paper.

This incredible report from a sociologist in Russia describes how the Stalinist state designed one kind of toilet paper:

My view is that the development and usage of toilet paper has a much neglected ‘cultural’, as opposed to crudely ‘economic’, aspect. I remember using something called ‘Izal’ - a sort of hard, crumply, medicated affair, prone to splitting under excessive pressure. It was clearly designed and manufactured by an anally retentive Methodist sworn to clean living, clean air and clean bums. It came in boxes especially designed to keep use of paper to a minimum. Each sheet had to be withdrawn singly and was usually the devil’s own job to extract. Sort of thing one found in the lower middle class household of Stalinist persuasion that I inhabited during my childhood years…. It never did me any harm, honest.

And Obama wants our government to have a big say in the design of cars?

If you read between the lines of this old Russian joke about toilet paper, you can catch the utter helplessness that people feel in a society that is incapable of addressing their most basic comforts:

A woman walking in the street is carrying a bag full of rolls of toilet paper.

A passer-by opens his mouth, “Hey, mother, where did you buy it?”

“Buy? Are you crazy? Where could I buy it nowadays? They are five years old. I am taking them back from the cleaners.”

And, of course, there are dozens of variations on the newspaper Pravda (Truth) being better utilized for duty in the water closet than actually finding out what was going on in the Soviet Union at the time. Those humorous anecdotes also say something profound about a society where attacking the state by smearing excrement over its propaganda organ is a way to fight back against the stultifying nature of Communism.

In contrast, the bidet - that most elegant and efficient of hygienic aids - would probably make the average Soviet citizen of the period contemplate bloody revolution. But frankly, I’ve never gotten the hang of the contraption and prefer the less ritzy, but more utilitarian paper alternative.

I hope you come away with a greater appreciation of bathroom tissue, and a more enlightened grasp of the spectacular successes of American society after reading this. If not, I’m sure you can find some shells somewhere.

SECURITY BREACH AT US NUCLEAR WEAPONS SITE IN BELGIUM

Ever wonder how secure our stash of nuclear weapons are at bases all over Europe?

I never did - before today.

Hans Kristensen writing at the Federation of American Scientists Security Blog:

A group of people last week managed to penetrate deep onto Kleine Brogel Air Base in Belgium where the U.S. Air Force currently deploys 10-20 nuclear bombs.

Fortunately, the people were not terrorists but peace activists from a group known as Vredesactie, who managed to climb the outer base fence, walk cross the runway, breach a double-fenced security perimeter, and walk into the very center of the air base alongside the aircraft shelters where the nuclear bombs are thought to be stored in underground vaults.

The activists penetrated nearly one kilometer onto the base over more than an hour before a single armed security guard appeared and asked what they were doing. Soon more arrived to arrest the activists, who later described: “The military blindfolded for hours, they forced us to kneel in the snow, arms outstretched at 90° and threatened us if we intend to return to the base in the months to come.”

The activists videotaped their entire walk across the base. The security personnel confiscated cameras, but the activists removed the memory card first and smuggled it out of the base. Ahem…

Here’s the video of their exploits:

Absolutely unbelievable. The video shows the activists strolling into the top secret area where the nukes are kept in bunkers. They deface one of the bunkers with some signage and then continue walking the length of the restricted area.

A child could have penetrated what passes for security at the site. And the fact that they actually had to wait in order to achieve the object of their little excursion - to be arrested - places what happened during this incident in the realm of black comedy.

Jeffrey Lewis of Arms Control Wonk has more:

It looks like the activists approached Kleine-Brogel from the farms to the south of the airbase. Indeed, another group hopped the fence in November 2009. Apparently, they planned to go out on the runway and get arrested just like the previous group in November 2009. But, according to the group’s website “to their surprise, they were able to walk for over an hour on the runway.” (One of the press reports suggests it was forty minutes.)

The base is surrounded by signs indicating that the area is patrolled by guard dogs, but Milou was nowhere to be found.

Eventually, they noticed an open gate to the area where US nuclear weapons are believed to be stored. Belgian peace groups had previously identified the area based on a map handed out an airshow. (As you can see from their website, they had very good maps.)

It looks like this was a side gate — apparently it had been left open to keep from freezing shut — so the activists were able to enter the secure area and approach one of the hardened aircraft shelters from the rear. If you could get inside, it would look something like this.

Lewis adds, “They then walked the length of the plaza — having traversed both the width of the base, and now the width of the secure area for nuclear weapons — when security force finally showed up.”

The Belgium security guy was clueless. Evidently, his weapon was unloaded and he seemed annoyed that his routine had been disturbed.

Lewis:

The reality is that significant shortcomings exists in the security of European airbases where US nuclear weapons are stored. That was made absolutely clear to me on my visit to SHAPE — and it was reported in the 2008 Air Force Blue Ribbon Review. Host-nations are supposed to provide security but they often cut corners. This is basically confirmed by the Belgian commander of the base, who explained that he just doesn’t have enough security forces:

Onze luchtmachtbasis is in totaliteit 450 hectare groot. Een derde is bosgebied waarin ik me drie weken kan bevinden zonder te worden gezien. Vandaar dat we onze bewaking, gelet op onze getalsterkte, concentreren op enkele gevoelige zones.

That works out to, more or less, “Our airbase is 450 hectares in size. A third is wooded areas in which I could stay perfectly well for three weeks without being seen. That is why we concentrate our surveillance on a few sensitive zones where there are aircraft and equipment.” (The translation is by the Open Source Center.)

If the Belgian commander concentrates security on “a few sensitive zones where there are aircraft and equipment…” how in God’s name did these activists go undetected for an hour? Is this what the bloke considers “concentration” of his security forces?

God help us.

Lewis isn’t shy about telling us how to rectify the situation:

As excuses go “It’s a big, wooded base and I don’t have that many troops” doesn’t cut it. In fact, when we are talking about nuclear weapons, it frankly sucks. When it comes to securing nuclear weapons, the United States Air Force has standards for both denial and recapture. If the Belgians and other NATO members won’t provide the forces and equipment necessary to meet both standards, then it is time to put the weapons on a US airbase.

The most direct route to securing US nuclear weapons in Europe is to immediately - like yesterday - consolidate all remaining forward deployed nuclear weapons to just one or two US airbases in Europe. Take your pick from Aviano, Incirlik, Lakenheath and Ramstein. This would immediately improve the overall security of the weapons, while starting a dialogue about whether forward-deployed weapons are really essential to maintaining NATO’s nuclear character twenty years after the fall of the Berlin Wall. This is a point that several of us made in a letter to the President

Our European allies have always been of two minds with regard to basing nuclear weapons on their soil. Privately, they wish the arrangement to continue while publicly, they assure their restive left wings that they want the nukes out. We’ve been dealing with this kind of two-faced policy for almost half a century so I suppose we should be used to it.

But unless our allies are going to get much more serious about securing these weapons, perhaps it would be safer to do as Lewis and his colleagues have suggested and move all the nukes currently stored on sites where there is local security responsibility to a couple of US Air Force bases. The price for a security breach involving terrorists or organized criminal elements would be just too high.

This is actually reminiscent of a US Air Force scandal from a couple of years ago where a shocking lapse in security occurred in this country:

A B-52 from the 5th Bomb Wing at Minot was supposed to transfer unarmed air-launched cruise missiles to Barksdale to be decommissioned, but munitions loaders accidentally attached nuclear-armed missiles to the pylons. The missiles were flown to Barksdale and sat unguarded on the tarmac for several hours before anyone realized what happened, some 30 hours after the mistake was made.

The 5th Bomb Wing commander, two group commanders and the 5th Munitions Squadron commander were relieved of their commands.

The Secretary of the Air Force and the Air Force Chief of Staff also eventually were canned as a result of this, and a couple of other nuclear screw-ups. Gates sent a message at that time that this kind of laxity with nuclear weapons would not be tolerated. The lesson apparently took because we’ve had no such lapses since then - at least, none of which we are aware.

Those weapons in Europe are being targeted by the START talks. Given the questionable need for nukes that are forward based in Europe today, perhaps, in the end, getting rid of them would be the best option.

OBAMA’S STEP IN THE RIGHT DIRECTION ON SPACE POLICY

NASA’s new budget is out and the howls from congressmen, space buffs, and conservative pundits will begin in earnest.

No moon mission - or at least one with a timetable. Scrap the Ares I rocket and Constellation program that were sucking up space dollars, leaching support away from other vital programs while running fantastically over budget and behind schedule.

I heard it from a few of you the last time this subject came up. Jeffrey Anderson sums up the pro-NASA moon mission boondoggle position:

As Rep. Suzanne Kosmas (D., Fla.) puts it, “The president’s proposal would leave NASA with essentially no program and no timeline for exploration beyond Earth’s orbit.”

Furthermore, at a time when the president claims his focus is on jobs, scrapping these programs — on which we’ve already spent nearly $10 billion — would cut public spending in one area that actually creates jobs.

You know those great pictures of Earth from outer space, showing our planet suspended against the blackness, a beautiful blue ball? No one has seen that view since the Apollo program ended 38 years ago. No astronaut has seen that view since then. We’ve all just seen the pictures.

Now, unless Congress rejects the president’s recommendations, the next people to see that view will likely be the Chinese.

Whether it’s tax cuts or defense spending; or whether it’s the courage, ambition, and sense of wonder that combine to lead great souls to great feats of exploration and discovery; one can surely say this much about Barack Obama: Mr. President, you’re no Jack Kennedy.

First, once the Chinese get there (and they have no heavy lift rockets, workable landers, or any experience with rendezvous in outer space), just what is it they will find that we didn’t discover 38 years ago? Anderson complains that we’ve only seen that wonderful picture of the earth from the moon since Apollo ended - no astronauts taking any more pictures since then. Well thank God for that. It seems a helluva waste of money to spend $100 billion to get some more pretty pictures from lunar orbit (if we’re really hard up, let’s send an unmanned orbiter) or even to simply maintain some kind of official USA government presence in our manned space program.

The Chinese have put a couple of men in space. They are about where we were in 1963. Only a crash effort on our part allowed us to make it to the moon by 1969. More likely, the Chinese and any other country, including Russia, is 10-15 years from any moon mission. I say let them spend themselves into penury to be able to plant their flag on the moon.

Meanwhile, perhaps Marriott or Holiday Inn will beat them to it. It is entirely possible that the next footprints on the moon will be sponsored by a company that wishes to commercially exploit it, and not gather up a few pounds of rocks while taking spectacular pictures. Space tourism is poised to take off this year and by decades’ end, there will be several companies ferrying people to low earth orbit hotels.

And you’ll have Barack Obama to thank for it:

Obama’s budget, according to a background briefing by an administration official on Sunday, will call for spending $6 billion over five years to develop a commercial spacecraft that could taxi astronauts into low Earth orbit. Going commercial with a human crew would represent a dramatic change in the way NASA does business. Instead of NASA owning the spacecraft and overseeing every nut and bolt of its design and construction, a private company would design and build the spacecraft with NASA looking over its shoulder.

The development of these launch systems will not be confined to taxiing astronauts to and from the space station. Reliable commercial rockets will open space travel to a lot more people. Tourism will be the initiator but commercial space stations that would exploit zero gravity conditions to make exotic metals, pharma products, and other commercially useful applications won’t be far behind.

The fact is, as Rand Simberg points out, the entire model for government-sponsored manned spaceflight has been wrong all along:

Part of the mindset that grew out of that era was that Space = NASA, and that “Progress in Space” = “Funding NASA” and that not funding NASA, or adequately funding NASA, or changing NASA’s goals, is a step backwards. But as I noted at Popular Mechanics yesterday on the 24th anniversary of the Challenger loss, that event had a good outcome, in that it allowed private industry to start to become more involved, a trend that continues (and that the Bush/Griffin administration did support, albeit with paltry funding, in the form of the Commercial Orbital Transportation Services (COTS) program to pick up slack in delivering cargo to the space station after Shuttle is retired this year or next). We have been in fact developing, though far too slowly, the sort of private-enterprise (and more intrinsically American than Soviet in nature) space program that might have evolved more naturally had we not been side tracked by Apollo in the sixties.

What the administration is doing is to finally end the model that the government will have a state socialist design bureau to build a monopoly transportation system for its own use, at tremendous cost, but politically supportable because of all the pork it provides to Alabama, Florida and Texas. It proposes to expand the COTS program to provision of crew changeout in addition to cargo delivery, encouraging competition, and providing a robust capability that won’t put us out of business when the government rocket fails (as has happened twice with the Shuttle in the past quarter century, for almost three years each time). Instead of a program projected to cost many tens of billions over the next decade for a NASA-owned-and-operated new rocket (Ares I) that will cost billions per flight of four astronauts, it is going to invest six billion dollars in developing private capability, with multiple competitors, and do it on a fixed-price, pay-for-performance basis, rather than the wasteful cost-plus model that inevitably results in overruns due to the perverse incentives.

The commercial space ventures today are maturing rapidly. No longer are they shoestring operations headed up by pie-in-the-sky dreamers and fantasists. Heavy duty capital is behind many of these public companies and their plans for space travel have moved off the drawing boards and are well along in the testing phase.

While there could have been more allowances made for the commercial space sector in the budget, the monies that are earmarked for commercial rocket development and, more importantly, a change in attitude by the government toward the commercial space sector, promises more rapid progress in realizing the goal of developing a robust, practical, commercial space industry that will be able to launch man into space at far less cost than NASA’s current $3000 per pound. New rockets will be developed faster and more cheaply than NASA. Manned space flight will become much more routine and rather than having all of our eggs in one basket with Shuttle, the government will have several companies to choose from to ferry our astronauts to and from the ISS.

The era of big government manned space spectaculars that were politically popular - both for the jobs they created and the nationalistic impulses they fed - is drawing to a close. Let the socialist space programs ossify into NASA-like timidity and bureaucratic red tape. Our commercial space sector will fly rings around them.

Simberg again, writing in PJ Media:

If the shuttle is extended at all, it will be only into 2011 to allow final completion of the ISS. As for ventures beyond low earth orbit, Constellation will be replaced with a technology development program for things such as propellant depots, landers, and other capabilities needed for such future missions. These are technologies that had been defunded by the previous administrator to provide funds for the troubled Constellation program, and will now be restored to their proper priority, with billions available for them once the shuttle is retired.

The agency will also be redirected, to no one’s surprise, to more monitoring of the earth and its environment, something badly needed, given what a mess the current “science” of climate change has turned out to be, though whether it’s a job for NASA (as opposed to the National Oceanographic and Atmospheric Agency) is a debate that the nation should have.

Those technology development programs are the kinds of things NASA should be doing - basic research that can be exploited by the private sector. It may delay a moon and Mars mission but after all, neither heavenly body is going anywhere. There is no compelling national interest in rushing to develop the new technologies and perfect the engineering required to take those kinds of trips.

By decade’s end, those who are wailing about the end of US dominance in space are probably going to forget they ever thought that way. A revolution is coming in manned space flight and thankfully, NASA is finally getting out of the way so that it can happen.

WHEN TAXES BECOME TYRANNICAL

I’ve been wanting to write about this for two weeks but didn’t find the time to think it through until the last couple of days.

James Poulos at American Scene (formerly Political Editor at Culture 11), writes provocatively about taxes:

The forceful way in which the tea partiers are putting this conservative resistance at the center of our political debate today should remind us of what went wrong for Republicans during the two Bush presidencies. The Bush presidents, different in so many ways, both turned the GOP toward corporatism in a way that significantly limited their success as candidates and presidents. (Reagan had neither problem. This is the root of Reagan nostalgia.) The lesson is a simple one: first and foremost, the Republican party is supposed to deliver not economic nor cultural but political goods.

The tea partiers, in insisting that economic policy derives from and reflects political principles, and not the other way around, help make this clear. Take taxes. When taxes are too many and too high, the economy suffers. But, as this decade has brutally taught us, taxes do not necessarily enrich the state, but they always aggrandize it. The evil of taxes is not primarily economic but political. When a government learns how to use taxes to coerce, control, and manage the behavior of its citizens, a country is placed on a perilous road — not to serfdom, necessarily, but to tyranny, a tyranny that lords over even the rich and famous, even when they happen to profit from its favor. The GOP is supposed to keep this kind of tyranny at bay, and when it comes near, the GOP is supposed to ward it off.

It’s in this regard that, over the past ten years, the GOP has failed. The trouble with RINOs is that, in their liberalism, they are often either blind to the threat of tyranny or they do not really see it as a problem. This is not because they ‘fail to understand the nature’ of tyranny. Tyrannical regimes can rule over dynamic, exciting societies, over huge numbers of people full of promise and purpose. They can focus resources on big challenges and execute amazing feats of efficiency and publicity. Just ask the growing number of American commentators suffering from China envy.

How does government use the tax code to “to coerce, control, and manage the behavior of its citizens…?” Let me count the ways. The government has declared smoking to be a hazard to your health and taxes the beejeebees out of it to discourage you from taking it up and encouraging you to quit. Coming soon, a federal tax on sugary sodas, salty snacks, fast food - again, trying to control your eating habits to keep you trim, slim, and out of the doctor’s office where you will be a drain on the health care system like other obese people.

Of course, the code is replete with such examples of government encouraging or discouraging - i.e. trying to control - behavior and Poulos, in what I see as some very original thinking, makes a case that real conservatives should oppose such laboratory experiments:

Moreover, liberals of any party seeking primarily to foster or facilitate cultural change typically have little desire to focus their attention, much less their careers, on preventing the government from aggrandizing itself. A government that routinely manages economic behavior through its economic policy is well able to routinely manage social and personal behavior that way. In theory, there’s no reason why lots of Republicans can’t be ‘socially liberal but fiscally conservative.’ In practice, social liberals, of any party, have a vested interest in a government that rules not only by law but by economics.

In fact, tea partiers help everyone understand that ‘fiscal conservatism’ is a misleading phrase. A ‘fiscal conservative’ is for balanced budgets and well-calibrated taxes and against wasteful spending. A tyrannical government, if it has any brains, is for solvency and efficiency too. ‘Fiscal conservatism’ can license the aggrandizement and abuse of government power. It might be necessary to economic conservatism, but it isn’t sufficient. Alone, it isn’t conservatism at all, and under the right conditions, ‘fiscal conservatism’ can actually destroy its namesake.

By granting a homeowner the ability to write off interest paid on their home loan, isn’t the government encouraging a certain kind of economic behavior? Of course they are. And this is where I’m not sure Mr. Poulos’s thesis holds. The macro effect of lots of home buying is a net plus for society in that such a large chunk of the economy is related to the care and feeding of our domiciles. Buying a home helps create a demand for more homes - residences that need to be built, furnished, and maintained. Do the resulting economic benefits outweigh the clear desire of government to “control” our behavior? Or is this comparing apples and oranges - freedom and tyranny?

How about the old fashioned dependent deduction? When it was at $500 in the 1950’s, it could be argued that this sum, realized through savings on a parent’s income tax bill, was subsidizing the feeding, clothing, and education of children of that era because the amount paid for a significant portion of a child’s needs. Coming from a family of 10 kids, I can testify to its efficacy in encouraging child bearing.

I think Mr. Poulos is enough of a realist to see that some of these “targeted” tax schemes aren’t necessarily “tyrannical” in the sense that we trade liberty for security by embracing them. The net effect is that the community is served by writing exemptions and subsidies into the tax code that benefit almost everyone. If a desired end in promulgating this kind of behavior modification is a better community - and the examples above regarding home interest and child deductions would seem to fit that model - whatever danger there is that government is aggrandized is mitigated by the net gain for society.

The problem - and I think Mr. Poulos would agree - is that such beneficence comes from the central government, rather than local political authorities. In a more perfect world, this might matter more than it does. But I think it unrealistic to expect that the desired community improvements can be granted or realized by any political entity save the largest - that being the federal government. If that government aggrandizes power unto itself as a result of these incentivizing measures - and this is true given that the increased employment and business activity brings in additional tax revenue - it is the consequence of consensus within the community of the beneficial nature of these schemes and not a power grab by the feds.

But the president’s tax cut proposals for small business might be a different matter:

The proposal, similar to plans he pitched during the presidential campaign and last year in Washington, would give employers a $5,000 tax credit for every net new worker hired this year and reimburse businesses for the Social Security payroll taxes they pay when they increase payrolls faster than inflation.

Though all businesses will be eligible, the administration would keep the focus on small companies by limiting the total maximum credit to $500,000 per employer. The payroll tax credit would be based on Social Security payrolls, and wouldn’t apply to wage increases above the current taxable maximum of $106,800.

Start-up firms would be eligible for half the credit, which the White House calls the “Small Business Jobs and Wages Tax Cut.”

Here is an example of the federal government artificially creating a demand for new workers by, in effect, attempting to influence the business decisions of individual firms. It’s not coercion, but is it tyranny? Given the $30 billion price tag, I can guarantee the measures will not enjoy the same level of support in the community as the home interest tax write off. And the chances that the the benefits will be as widespread as the child deduction are very small.

In this case, according to Mr. Poulos’s provocative thesis, you could say that the federal government is indeed aggrandizing power and influence at the expense of the community. In hard economic times, this may be accepted by the majority but that doesn’t make the power grab any less “tyrannical.”

The idea that the way our tax code is written can lead to a kind of tyranny is connected to the kind of society in which we have made for ourselves. Alexis de Tocqueville was quite enamored of our national mania to tinker with everything in order to make it more serviceable or valuable. It is only natural that this idea would find its way to government - that we can tinker with society through the tax code’s incentive/disincentive structure in order to improve the life of the citizen by modifying his behavior, and punishing poor choices.

But almost every time we “target” tax cuts, or incentivize certain behaviors at the federal level, we pay a price by ceding personal liberty and responsibility to government. And government becomes richer, and more controlling because of it. Some conservatives, as Poulos points out, are not immune to proposing these tax schemes. But his point that “economic policy derives from and reflects political principles, and not the other way around” is well taken.

Generally speaking, the tax code should be used for the purpose of raising revenue and not trying to modify human behavior. If Republicans keep that in mind the next time voters grant them the power to govern, we’ll all be better off for it.

WHAT’S ALL THE HUB-BUB ABOUT CAMPAIGN FINANCE?

Wow, the Citizen’s United decision seems to have unhinged a whole bunch of people who claim membership in a “reality based” community. The fact is, I can’t for the life of me figure out what everyone is so upset about.

Am I missing something here Keith?

Today, the Supreme Court, of Chief Justice John Roberts, in a decision that might actually have more dire implications than “Dred Scott v Sandford,” declared that because of the alchemy of its 19th Century predecessors in deciding that corporations had all the rights of people, any restrictions on how these corporate-beings spend their money on political advertising, are unconstitutional.

In short, the first amendment — free speech for persons — which went into affect in 1791, applies to corporations, which were not recognized as the equivalents of persons until 1886. In short, there are now no checks on the ability of corporations or unions or other giant aggregations of power to decide our elections.

None. They can spend all the money they want. And if they can spend all the money they want — sooner, rather than later — they will implant the legislators of their choice in every office from President to head of the Visiting Nurse Service.

This quote was after 500 turgid words trying to explain why Dred Scott was the worst Supreme Court decision evah, and the Chief Justice at the time, Robert Tawney, the 19th century equivalent of Olby’s popular segment “Worst person in the world.” This may indeed be true; but equating the Citizen’s United decision with Dred Scott?

(”Legislators” in the Visiting Nurse Service office? Does anyone read what he writes before he says it on air? Obviously not.)

It gets worse:

It is almost literally true that any political science fiction nightmare you can now dream up, no matter whether you are conservative or liberal, it is now legal. Because the people who can make it legal, can now be entirely bought and sold, no actual citizens required in the campaign-fund-raising process.

And the entirely bought and sold politicians, can change any laws. And any legal defense you can structure now, can be undone by the politicians who will be bought and sold into office this November, or two years from now.

And any legal defense which honest politicians can somehow wedge up against them this November, or two years from now, can be undone by the next even larger set of politicians who will be bought and sold into office in 2014, or 2016, or 2018.

Good thing the above scenario is only “almost literally true.” Had me worried for a minute.

But here’s a question for Keith and the rest of the hyperbolic left who have been falling all over themselves trying to outdo one another in the outrage quotient of their screeds condemning this decision:

Were politicians less beholden to corporate and union interests between 2002-2010 when McCain-Feingold was the law of the land than they were prior to 2002 when the exact same rules will now apply again? Anyone who answers yes, please go back to sleep.

The facts are a little more prosaic:

While the Court held that the ban on corporate political speech is unconstitutional, it did uphold the disclaimer and disclosure requirements. Also, corporate contributions to candidates, national party committees, and the hard money accounts of state and local party committee are still prohibited.

No direct contributions to candidates or parties by corporations, with full disclosure in the ad regarding who or what is sponsoring it. Olbermann’s massively overemoted diatribe is nonsense - unless you believe, as I point out above, that McCain-Feingold actually lessened the influence of corporations and unions on the electoral process.

Many on the left are trying to make the point that corporations are not “people” and therefore, do not enjoy any free speech protections. This is a novel idea. It presumes that non-humans run the companies, work for them, and invest in them. It also presumes that these same non-humans have no interest in democracy, and are uncaring of who might want to regulate them, and legislate for or against their interests. The left evidently believes that the non-people who work for corporations should be at the total mercy of politicians with no ability to influence the outcome of electoral contests where the sub-human’s vital interests are involved.

Why stop with preventing them from speaking out? Why not just take away the right to vote of these non-people too? I see no logical reason why this shouldn’t be the ultimate goal of those who seek to silence corporations and unions whose members, employees, and shareholders have a vital stake in who makes the laws that govern their life and death.

Politicians will be no more beholden to special interests than they are now - which is to say, it’s hard to exaggerate how beholden most members are to corporations and unions prior to the Citizen’s United decision. Corporations and unions will not be able to buy any more access to Members of Congress than they currently enjoy - largely because that access is at Max Q now.

McCain-Feingold - as all previous efforts to “reform” campaign finance laws - only made the situation worse. Every single effort since the 1970’s to remove the influence of corporations and Big Labor from campaigns has only made lawyers versed in campaign finance law rich, and has not achieved even a modicum of success in eliminating the supposed dastardly influence of large institutions on the electoral process.

It is heartening that the Supreme Court continues to recognize political donations as an important form of free speech. And I consider it a triumph for the First Amendment that they also recognize that organizations made up of individuals have a right to participate in the electoral process and make their voices heard.

The problem, I gather, is that these issue committees that will be funded by unions and corporations are wont to make devastatingly effective ads that skewer their opponent. Their very success is a detriment. It is perceived to be unfair by some to highlight an idiotic position taken by a politician, or a vote for an unpopular piece of legislation, or even that his brother in law consorts with criminals.

No - they will not be the most edifying ads, that’s for sure. But they will be protected speech, guaranteed by the First Amendment. And, as Matt Welch asks, “What’s Worse, “Disingenuously waving the flag of the First Amendment,” or Burning it?” Putting up with speech we disagree with from people we abhor is as American as apple pie.

At least, that’s what we’ve been told by those who have been chewing the carpet over the Citizens United decision.

NEW BANKING REGS A BOON FOR MAIN STREET

In the midst of doing a lot of things wrong, the Obama administration appears to be about ready to take some steps in regulating the big banks on Wall Street that, if the details are carefully drawn, will make our financial system more secure while reining in institutions that were determined to be “too big to fail.”

The Wall Street Journal:

On Thursday, Mr. Obama proposed a plan that would prevent banks that receive a federal backstop from investing their own money in financial markets—what is known as proprietary trading. He also pushed for new limits on the size and concentration of financial institutions. Both moves echo the Glass-Steagall Act, the Depression-era banking curbs that was repealed in 1999.

The proposal marked the return of Mr. Volcker to center stage in the Obama White House. The 82-year-old chairman of the president’s Economic Recovery Advisory Board consulted closely with Democrats in the House and Senate as they drafted their proposals to address “too big to fail” entities, referring to financial behemoths whose collapse might bring down the economy. Mr. Volcker spoke frequently with Mr. Obama as well.

But he faced a philosophical divide with others on the economic team.

The Geithner-Summers axis in the White House has been opposing the virtual re-imposition of Glass-Steagall for months. This decision by the president makes me think that one or both of them is on their way out - and soon. Geithner is the logical choice to take a long walk off a short pier, having angered just about everybody but executives who benefited from his bank bonus policies.

My guess is the ax will fall right before the State of the Union speech, perhaps as soon as this weekend. Obama will use SOTU to probably ask for a fresh start from the American people and he’s not going to be able to do that without some heads rolling - especially among those who have been responsible for implementing his economic policies.

The experiment of having a financial system free of Glass Steagall constraints has failed. Jim Manzi at American Scene, in an excellent summary of the new regs, explains why:

Finance professionals, like members of all occupational categories, attempt to build barriers that maintain their own income. One of the techniques used is to shroud what are often pretty basic ideas in pseudo-technical jargon. The reason that it is dysfunctional to have an insured banking system that is free to engage in speculative investing is simple and fundamental. We (i.e., the government, which is to say, ultimately, the taxpayers) provide a guarantee to depositors that when they put their savings in a regulated bank, then the money will be there even if the bank fails, because we believe that the chaos and uncertainty of a banking system operating without this guarantee is too unstable to maintain political viability. But if you let the operators of these banks take the deposits and, in effect, put them on a long-shot bet at the horse track, and then pay themselves a billion dollars in bonuses if the horse comes in, but turn to taxpayers to pay off depositors if the horse doesn’t, guess what is going to happen? Exactly what we saw in 2008 happens.

If you want to have a safe, secure banking system for small depositors, but don’t want to make risky investing illegal (which would be very damaging to the economy), the obvious solution is to not allow any one company to both take guaranteed deposits and also make speculative investments. This was the solution developed and implemented in the New Deal. We need a modernized version of this basic construct, and as far as I can see, this is what President Obama has proposed.

Glass-Steagall put up a wall between commercial banks and those banking institutions that make their living on Main Street. What was seen as an antiquated, outdated notion in 1999 when it was repealed, makes a lot more sense in retrospect. The deregulators forgot one gigantic truth about human nature; we are a fallen species, and if an opportunity presents itself to aggrandize one’s own wealth and power at the expense of another, few will resist such temptation.

Manzi’s point about risk is also well taken. We cannot overregulate to the point that risk is discouraged - especially in the competitive global business environment we find ourselves today. Intelligent risk taking is the essence of entrepreneurship and the government will have to walk a fine line between mandating responsible behavior by big investors while still allowing the magic of the market to bring new products and new ideas to the fore.

While some of the administration’s rhetoric on this issue has bordered on anti-business, the political ramifications of slapping Wall Street with new regs that will force them to act more responsibly to the economy as a whole are profound. Manzi again:

The political aspects of such reform are compelling. People are disgusted at recent bank bonuses. I’m a right-of-center libertarian businessman, and I’m disgusted by them. Make no mistake, many banking executives right now are benefiting from taxpayer subsidies. Even if they pay back the TARP money, the government has demonstrated that it will intervene to protect large banks. This can’t be paid back. And this implicit, but very real, guarantee represents an enormous transfer of economic value from taxpayers to any bank executives and investors who are willing to take advantage of it. Unsurprisingly, pretty much all of them are.

The “populist” observation that the fact of a bunch of well-connected guys each pulling down $10 million per year while suckling on the government teat constitutes almost certain evidence of self-dealing is accurate, and all the fancy finance talk in the world can’t get around it. President Obama has a clear political incentive to pursue this proposal. I assume Republicans will see that they have a clear political incentive to go along, rather than standing up for such a situation. Hopefully, this will create the political dynamic that will allow real, positive reform.

If the result of these regs is that we never hear the words “too big to fail” again, that will be fine by me. I am a little more convinced a year later that the intervention by government at the time was at least partly necessary, although I ask would it have been possible for the government to have tried a little harder to effect mergers and controlled bankruptcies rather than shelling out such huge amounts of taxpayer dollars. We’ll never know, which is why creating a regulatory regime to make sure that we never - ever - put the taxpayer in that position again is of paramount importance.

ZUCKERMAN’S LAMENT, KRUGMAN’S DISGUST

I’m not even an Obama supporter and I found Mort Zuckerman’s towering rant yesterday against the president painful to read. I genuinely feel for this fellow, who by many reports has been one of the nice guys in the media over the last few decades. Editor in Chief of US News and World Report, as well as publisher of the New York Daily News, Zuckerman has been a moderate liberal voice in the Democratic party for a generation.

An early Obama supporter, and great admirer of the president still, Zuckerman went off on Obama’s policies and performance like there was no tomorrow in a piece entitled “He’s done Everything Wrong”:

Obama punted on the economy and reversed the fortunes of the Democrats in 365 days.

He’s misjudged the character of the country in his whole approach. There’s the saying, “It’s the economy, stupid.” He didn’t get it. He was determined somehow or other to adopt a whole new agenda. He didn’t address the main issue.

This health-care plan is going to be a fiscal disaster for the country. Most of the country wanted to deal with costs, not expansion of coverage. This is going to raise costs dramatically.

In the campaign, he said he would change politics as usual. He did change them. It’s now worse than it was. I’ve now seen the kind of buying off of politicians that I’ve never seen before. It’s politically corrupt and it’s starting at the top. It’s revolting.

Five states got deals on health care—one of them was Harry Reid’s. It is disgusting, just disgusting. I’ve never seen anything like it. The unions just got them to drop the tax on Cadillac plans in the health-care bill. It was pure union politics. They just went along with it. It’s a bizarre form of political corruption. It’s bribery. I suppose they could say, that’s the system. He was supposed to change it or try to change it.

I’ve been reading Zuckerman’s writings for nearly 30 years and the only other examples I can think of where his emotions pour forth in such a raw, uncorrelated way is when he talks of the dangers facing Israel. But this is truly remarkable. The entire article is, in internet parlance, a “screed.” It’s structure is haphazard. There is no attempt to clean up the rank emotionalism that dominates the piece. There isn’t much reason and less logic. It is the wailing lament of someone who obviously feels betrayed, or more relevantly, of a man who has had the scales fall from his eyes.

Obama’s ability to connect with voters is what launched him. But what has surprised me is how he has failed to connect with the voters since he’s been in office. He’s had so much overexposure. You have to be selective. He was doing five Sunday shows. How many press conferences? And now people stop listening to him. The fact is he had 49.5 million listeners to first speech on the economy. On Medicare, he had 24 million. He’s lost his audience. He has not rallied public opinion. He has plunged in the polls more than any other political figure since we’ve been using polls. He’s done everything wrong. Well, not everything, but the major things.

I don’t consider it a triumph. I consider it a disaster.

One business leader said to me, “In the Clinton administration, the policy people were at the center, and the political people were on the sideline. In the Obama administration, the political people are at the center, and the policy people are on the sidelines.”

I’m very disappointed. We endorsed him. I voted for him. I supported him publicly and privately.

Specifically, Zuckerman rails against the stim bill and health care reform as examples of what we on the right have been accusing Obama of for months; farming out the writing and shaping of major legislation to the Pelosi-Reid axis in Congress:

I hope there are changes. I think he’s already laid in huge problems for the country. The fiscal program was a disaster. You have to get the money as quickly as possible into the economy. They didn’t do that. By end of the first year, only one-third of the money was spent. Why is that?

He should have jammed a stimulus plan into Congress and said, “This is it. No changes. Don’t give me that bullshit. We have a national emergency.” Instead they turned it over to Harry Reid and Nancy Pelosi who can run circles around him.

It’s very sad. It’s really sad.

The final criticism is perhaps the most disturbing; despite being popular overseas, Obama is not respected:

He’s improved America’s image in the world. He absolutely did. But you have to translate that into something. Let me tell you what a major leader said to me recently. “We are convinced,” he said, “that he is not strong enough to confront his enemy. We are concerned,” he said “that he is not strong to support his friends.”

The political leadership of the world is very, very dismayed. He better turn it around. The Democrats are going to get killed in this election. Jesus, looks what’s happening in Massachusetts.

Mr. Zuckerman and other cold war liberals don’t get it. The president has made a deliberate decision to curtail American power and influence in the world, going so far as to say in Cairo that no one nation should dominate. The unipolar world is history - partly due to our own misguided attempts to influence events but also because the president sees us as equal partners with the UN. There is less emphasis on our alliances, a stepping back from some of our closer relationships as demonstrated by a pulling away from the “special” relationship we have had for 130 years with Great Britain.

It’s not as if the president was trying to hide his policies. In fact, this aspect of his presidency is one of the few that receives any support from his progressive base. If Zuckerman is just catching on to this now, he has only himself to blame for his myopia.

You can’t say that if Obama has lost Mort Zuckerman, he’s lost the center left of the Democratic party. But you can say that if he’s lost Paul Krugman, he’s lost an important voice among far left progressives:

Health care reform — which is crucial for millions of Americans — hangs in the balance. Progressives are desperately in need of leadership; more specifically, House Democrats need to be told to pass the Senate bill, which isn’t what they wanted but is vastly better than nothing.

[...]

Maybe House Democrats can pull this out, even with a gaping hole in White House leadership. Barney Frank seems to have thought better of his initial defeatism. But I have to say, I’m pretty close to giving up on Mr. Obama, who seems determined to confirm every doubt I and others ever had about whether he was ready to fight for what his supporters believed in.

“Fight for what his supporters believe in?” What about what the president believes in? Presidents don’t pick up the fallen standard of their fringe supporters and go into battle in order to commit suicide. That might be fine for the Krugmans of the Democratic party who don’t have skin in the game. The Times columnist isn’t running for anything, which gives him the luxury of cheering on the combatants from the safety of the peanut gallery.

And, of course, Krugman isn’t making any new charges against the president by the progressive wing of the party. His thoughts find an echo in many online activist’s critique of Obama and his administration.

But coming on the heels of Zuckerman’s tirade, and several other scathing criticisms of the president in other venues - all the result of the Massachusetts debacle - Krugman et al might legitimately ask, “What now, Mr. President?” Whither Obama? Where goes the left?

Some of this is certainly hand wringing by the usual suspects. Massachusetts was, after all, only one senate race although a great, big, red warning sign of a race for the president. But in the end - and I tried to make this point on my radio show on Tuesday night - there are other issues where one or two Republicans could be pried away from their caucus to support the administration. For example, a dramatically scaled back health care initiative would probably pick up close to a half dozen Republicans, including Snowe, Collins, Grassley, Graham, McCain, and probably Scott Brown himself. All have announced support for some of the goals of Obama’s health care reform and the right package could elicit what the president so dearly desires; a bi-partisan bill.

The Krugmans of the party would scream bloody murder and such a bill might not even fly in the House. But it is indicative of the fact that the Obama presidency is not over - if the president and his people would take what the Massachusetts voters were trying to say in a constructive manner and switch gears.

Not a turn to the right or a “pivot” necessarily. These are liberals after all and one shouldn’t expect the impossible. Recalculation might be a better term. More emphasis on the economy is good advice everyone is giving the president. Cutting the deficit substantially would ease a lot of fears among centrists. Modest health care reforms, an energy policy that makes sense, and perhaps a shot at reforming immigration are all on the table, and doable with the right kind of leadership.

In short, the situation is salvageable if there is a noticeable and substantive change in course. Low approval ratings are not set in stone, nor is the growing perception of his administration being incompetent.

I suppose I should be rooting for epic fail from this crew. Indeed, I cheer the demise - if true - of the monstrosity of Obamacare. But this country has big problems that must be addressed. Anyone who cares about America realizes this and hopes that the political leadership can get their act together in order to deal with them.

Politics may be a zero sum game but that’s no reason governance should be. Party men and ideologues will no doubt damn me for my apostasy, and there is little hope that the kind of government we need will arise from the ashes of the political wild fire that raced through Massachusetts.

But America is in crisis - economically and otherwise. While some see paralysis in government as a blessing, the only result of such will be the continued decline of our economic fortunes, and a lowering of our standard of living. That, and a people living in fear of the future is what awaits us without a dramatic change in Washington. Flipping the House and Senate will not be the answer. The same kind of obstructionism and partisan hatred will simply be transferred from the Republicans to the Democrats and still, nothing will get done.

Obama will never get my vote. But he can earn my respect by trying to deliver on his promise to change the political culture in Washington. So far, he hasn’t impressed me, Zuckerman, or Krugman for that matter.

We’ll see if he can change that.

5 HEALTH CARE REFORM SCENARIOS IF BROWN WINS

The panicked Democrats are thrashing about trying to come up with a way to save health care reform if Republican Scott Brown wins the special election in Massachusetts on Tuesday to fill Ted Kennedy’s seat.

The first scenario involves challenging the results of the election, no matter how much Brown wins by. The Democrats have already deployed their crack team of election law lawyers who will attempt to muck up the process of counting the ballots, challenging machine counts, trying to force a recount if the result is close enough, and generally throwing a monkey wrench into the proceedings.

The Massachusetts Secretary of State must certify the results within 10 days of the election. That means it’s likely that the earliest Brown could be seated would be January 29 - barring challenges to the vote. It would only be earlier if the Democrats in the senate agreed to swearing Brown in before certification - good luck with that one.

If a Brown victory is within the 3-5% margin, it will be days, perhaps weeks before he is sworn in. The watchword will be “Delay” and if it’s close enough, they will probably succeed in keeping the caretaker senator Paul Kirk in his seat until health care reform is safely passed which, according to ABC’s Rick Klein, won’t be until February 2 at the earliest.

But suppose Brown wins by a large margin or the Democrats run out of challenges before reform is passed? Then things can get a little sticky.

Jonathan Chait at TNR:

As the likelihood grows that Republicans could win the special election in Massachusetts, it’s worth thinking again about alternatives for health care reform in case that happens. I see three, in descending order of preference:1. Finish up the House-Senate negotiations quickly and hold a vote before Scott Brown is seated. Republicans will scream, but how could they scream any louder? It’s a process argument of murky merits that will be long forgotten by November.

2. Get the House to pass the Senate bill, and maybe use a reconciliation bill (which only needs a Senate majority to pass) to implement as many House-Senate compromises as possible.

Option #3 is to flip Olympia Snowe. The Maine senator may very well end up voting for the revised package since, according to Chait, all of her concerns about the bill have been met. Her calculation now is purely political; how badly does she want to remain in the Republican party?

Mainer Andrew Ian Dodge insists that Snowe is never likely to bolt the GOP in Maine, even if the national Republicans would strip her of her seniority or punish her in other ways. But former Vermont Senator Jim Jeffords bolted for a lot less than the Dems would offer Snowe to switch parties. It is a distinct possibility given the alternatives.

Obviously, #3 would be the preferred route. The fact that #1 is almost certainly off the table giving the time period I mentioned above, the only other option is to blow up the senate by using reconciliation to pass reform.

If the Democrats were to employ reconciliation in getting health care reform passed, the Republicans would have no choice but to bring the senate to a standstill. If they didn’t, the Democrats would be able to ride roughshod over them for the rest of the year, not to mention destroying the principle of minority rights. It is a scorched earth option that the Democrats use at their own peril.

The only other option the Democrats have is to vote to get rid of the filibuster entirely. This, I don’t see happening. Saner heads in the party realize that they will not always be in the majority and that the filibuster is a useful tool to block legislation. Besides, they would need a supermajority to change the rules of the senate which means several Republicans would have to go along with the scheme - not very likely.

The most likely scenario? If Scott Brown pulls off the upset and is seated before health care reform is passed, I think reform will die. It may not even be able to pass the House as a couple of dozen members take note of what happened in the most Democratic state in the union and resist voting for this unpopular monstrosity of a health care reform measure.

Welcome news, indeed. But first, Brown has to win.

GOP: OUT OF GAS, OUT OF IDEAS, OVER THE CLIFF

In reality, both parties have plenty of ideas that they would like to implement if given the political power to do so. Republicans’ policy ideas primarily involve cutting marginal tax rates and regulations. The question isn’t whether the Republican Party has any ideas. The question is whether the party has any relevant ideas.

In the days following the 2008 election, some Republicans predicted that the party would retool itself in response to reality–not just political reality but the actuality of policy challenges. “Republicans,” wrote conservative Ramesh Ponnuru in Time, “will have to devise an agenda that speaks to a country where more people feel the bite of payroll taxes than income taxes, where health-care costs eat up raises even in good times, where the length of the daily commute is a bigger irritant than are earmarks.” Nothing like that rethinking has happened or will happen.

Whatever the merits of President Obama’s agenda, it is clearly a response to objectively large problems facing the country. The administration has selected three main issues as the focus of its domestic agenda: the economic crisis, climate change, and health care reform. The issues themselves offer a stark contrast with Bush’s 2005 crusade to reshape Social Security. While sold as a response to the program’s long-term deficit, the privatization campaign was actually motivated by ideological opposition to Social Security’s redistributive role. (Bush refused Democratic offers to negotiate a fix to the program’s solvency without altering its social-insurance character.) By contrast, it is impossible to dismiss the problems Obama has chosen to address. In all three areas, the Republican Party has adopted a stance of total opposition, not merely because it disagrees with aspects of Obama’s solutions, but because it cannot come to grips with the very nature of the problems of modern American politics.

I would take issue with Chait over the reason for Social Security reform - something the Democrats will now have to face in the coming years if, as I fully expect, they maintain their majority for a decade or so. Yes, my liberal friends, there is an unfunded mandate for social security that works out to about $17.5 trillion by 2050. By that time, the entire federal budget could be comprised of payments for Social Security, Medicare, and Medicaid. Don’t sit there and tell me that the only reason Bush wanted to reform Social Security by privatizing some of it was due to “ideological opposition” to the program. It was Republicans, I will remind Chait, who reformed SS in 1986 while he and his Democratic friends took potshots from the sidelines. Democrats have always, shamelessly, used Social Security fear mongering with seniors as an electoral club. And Chait is proving that nothing has changed.

As for the rest of Chait’s thesis, he is spot on. The GOP cannot meet the basic definition of a political party; a repository for ideas and principles that advance a particular political philosophy. Cutting taxes when we’re staring at a deficit of $1.5 trillion a year is not only irrelevant, it is reckless, suicidal, irresponsible policy. Claiming that government spending would be cut an equal amount as any tax breaks is ludicrous, not to mention a horrible idea in the midst of a deep recession. The cuts that would be necessary in discretionary spending - only about 28% of the budget (most of that in the defense sector) - would gash programs that benefit the poor and the middle class. It won’t happen so why discuss it? Any tax cuts enacted would add to the deficit substantially.

So much for “fiscal responsibility.”

Tax cuts aren’t the only idea that the GOP wants to implement but it seems that way sometimes. Cutting spending is another basic notion being pushed by the GOP, but so far, specifics have been lacking. Not so with the base of the party who not only can’t “come to grips with the very nature of the problems of modern American politics,” but would have trouble “coming to grips” with 19th century American problems. This is where Chait’s ideological animus by the GOP to government truly resides (although eliminating Social Security and Medicare are ideas relegated to the fringe right). Entire swaths of the government would be on the chopping block if many in the base got their way. And I am not talking about some kind of “super-federalism” where many programs would be “transferred to the states.” There is a belief that much of what the federal government does, individuals should be able to do for themselves. I am not unsympathetic to this basic premise, but the scope and breadth of what many on the right would like to see eliminated are several bridges too far for most rational conservatives.

And this points up the major reason why the GOP is in the barren intellectual state that it is in; a stubborn, (I would say hysterical) refusal to see the world as it is and develop counter-proposals and ideas that reflect the realities of 21st century America.

What’s so hard about that? Well, for starters, perhaps admitting you have a problem dealing with reality in the first place might help:

The writers of The Daily Show, Colbert Report, and Saturday Night Live (although I’m not convinced they’ve even had writers lately) can have February 18-20, 2010, off. The hosts can handle it themselves. On those dates, the jokes will practically write themselves as the Conservative Political Action Conference (CPAC) takes place — co-sponsored by the John Birch Society. Every liberal commentator needs to send a thank-you note to CPAC’s organizers for that monumentally stupid decision.

By having the John Birch Society sponsor it, CPAC can guarantee that 90% of the coverage regarding the conference will relate to JBS’ oh-my-god-look-a-conspiracy attitude rather than the heavy-hitters and rising stars of conservatism and libertarianism that speak there. Instead of focusing on politics, reporters will ask attendees for their response to the JBS controversy and will ask organizers whether they are in such financial distress that they had to embrace a fringe group for support.

This is beyond the “nihilism” Chait writes about with regard to what the GOP has become. I think a more technical term is in order to describe what is happening with the base and hence, with much of the Republican party.

Loony tunes.

You have to live in a different reality (or perhaps spend most of your time on another planet) to accept the notion that the John Birch Society today is much different than the bunch who questioned whether General Dwight David Eisenhower - American hero - wasn’t “pink.” Or that John Foster Dulles wasn’t deliberately hiding Communists in the State Department. (Yes, there were commies at state and defense but the idea that Dulles knew they were there is lunacy).

The JBS “core principles” include this gem:

The Society also labors to warn against and expose the forces that seek to abolish U.S. independence, build a world government, or otherwise undermine our personal liberties and national independence.

The problem as I see it isn’t necessarily that the John Birth Society is filled with kooks who think Obama is part of an international conspiracy to enslave America to the Communist ideal, it’s that they are a perfect fit for CPAC and the paranoid righties who are pursuing the birther matter, believe the president and the Democrats are out to “destroy the country,” believe there’s nothing much wrong with our health care system, and are not sure if Obama isn’t the antichrist.

Yes, that last is hyperbole but it’s easy to go over the top when you are trying to describe people who have tossed aside reason and embraced a kind of collective madness that is being promoted on talk radio, and some venues on Fox News. The world - the country - simply is not as it is described by Rush Limbaugh and the rest of the cotton candy conservatives who are cleaning up by playing to the fears of the ignorant and uninformed.

And then there are those who ape the worst of these:

It isn’t too much to ask for Byrd to step off for that great klavern in the sky before the Senate vote that may force this nation to accept government-rationed health care. Even a nice coma would do.

Without his frail, Gollum-like body being wheeled into the Senate’s chambers to cast the deciding vote, the Senate cannot curse our children and grandchildren with crushing debt and rationed, substandard healthcare.

I suppose some will be shocked and appalled that I’d wish for the former kleagle to die on command. I’d remind them that the party wheeling in a near invalid to vote in favor of this unread monstrosity of a bill is the one that should feel shame.

Yes, the health care bill as it has been so cynically and maliciously drawn up by Harry Reid, Nancy Pelosi, and the rest of the Democrats might easily be termed a “monstrosity.”

But it is grotesque, deformed thinking to wish for another human being to die for political gain. And not seeing that is a reflection not so much of Bob Owens, but of the casual, anti-reason, anti-rational thinking that has gripped the Republican party and made it an irrelevancy.

Can you govern without believing in the efficacy of government? I find it hard to imagine that, even if the Democrats and Obama screw things up so royally that the GOP wins a smashing victory and overturns both houses of Congress next year, that the Republicans are capable of doing anything to address the problems of 21st century America. Trying to reconstitute a nation that doesn’t exist anymore - a pastoral place where everyone was self-sufficient, went to church on Sunday, and dreamed the same dreams - does not equip a party or its members to deal with the complex, urbanized, less homogeneous country America has become.

To do that, one must actually live in the present rather than some ill-defined, half-imagined past that perhaps never was, but certainly will never be again.

REFORM IS A TRIUMPH OF PROCESS OVER PRUDENCE

I suppose it is too much to expect that either party could deal effectively with the health care crisis. In fact, I would argue that our system was not set up to make such massive changes in American life so quickly, that the very nature of the legislative process prevents prudent lawmakers from overreaching and trying to do too much, too soon.

Part of that is the dance that occurs between the majority and minority. True, the atmosphere in Washington has been testy the last couple of decades. But beyond that, there are systemic checks on the majority - most of them built in to the very fabric of the House and Senate rules while others can be found in the Constitution. The Founders saw the People’s House as a place where men were governed by raw passion, and that the supposed elitists in the senate (chosen by state legislators), would put a brake on any imprudent measures passed in the lower chamber.

No, the filibuster is not in the Constitution. But I have no doubt the majority of the Founders would have approved of how it has been used in the past as well as how it is being employed now. When the GOP wanted to ram through some judges who were seen as being either poor jurists, or too extreme, the Democrats balked. The New York Times favored the tactic back in November of 2004:

The Republicans see the filibuster as an annoying obstacle. But it is actually one of the checks and balances that the founders, who worried greatly about concentration of power, built into our system of government. It is also, right now, the main means by which the 48 percent of Americans who voted for John Kerry can influence federal policy. People who call themselves conservatives should find a way of achieving their goals without declaring war on one of the oldest traditions in American democracy.

And they were right. Of course, now that the shoe is on the other foot, the filibuster is evil incarnate if you listen to many on the left. But the principle is sound; legislation that either doesn’t have the support of the people, or is flawed thinking, or whose consequences cannot be easily seen, deserves the “check” that the senate can place on it.

Does this mean that there shouldn’t be health care reform at all? Some on the right would argue this but I think I’ve made my own position clear over the last few months; when millions who want insurance, or need insurance, who are either too poor to afford it or can’t get it because of a chronic condition, something is wrong with the system. The other big reason for reform is the cost of health care - and thus, the cost to government who spends about 40 cents of every health care dollar - are out of control and desperately need to be reined in.

We can’t simply say to those who can’t get insurance, “Too bad if you get sick or hurt. Try bankruptcy, OK?” I don’t see health insurance as a “right” but neither is it fair for families to be burdened for the rest of their lives with a health care bill from a car accident or a serious childhood illness. It is the same reasoning we use for assistance to the poor. If through no fault of their own, someone finds themselves unable to pay for food or shelter, the government must step in. Again, do we say “Too bad you can’t eat. Try a church pantry, OK?”

I am of the school that sees government as an agent to fill in gaps where doing so is prudent and makes sense. Clearly, there is a role for government to play in addressing the health care problem. A purely free market solution does not prevent itself, although certainly applying market forces to the cost curve would seem to make a good deal more sense than the arbitrary manner in which the House and Senate bills address this aspect of the problem.

But government alone cannot address these problems - a position utterly rejected by the far left in the Democratic party who are driving this reform bill over a cliff. If the bill simply addressed the problem of insuring the uninsured and trying to “bend the cost curve” in health care spending, I have no doubt that many Republicans would have enthusiastically thrown themselves into the process. But the overreach written into the bill guaranteed from the beginning that the GOP would be on the sidelines.

You don’t need comity between warring parties to get something done on health care. What is needed is the application of common sense and a little prudence. Indeed, prudence has been sacrificed on the altar of process - the abandonment of the principle of “good government” in order to achieve a purely political triumph for the majority.

As a civic virtue, prudence is underrated.

Russell Kirk:

Burke agrees with Plato that in the statesman, prudence is chief among virtues. Any public measure ought to be judged by its probable long-run consequences, not merely by temporary advantage or popularity. Liberals and radicals, the conservative says, are imprudent: for they dash at their objectives without giving much heed to the risk of new abuses worse than the evils they hope to sweep away. As John Randolph of Roanoke put it, Providence moves slowly, but the devil always hurries. Human society being complex, remedies cannot be simple if they are to be efficacious. The conservative declares that he acts only after sufficient reflection, having weighed the consequences. Sudden and slashing reforms are as perilous as sudden and slashing surgery.

I don’t see how anyone can apply the principle of “prudence” to this legislation. And please note that Professor Kirk is inferring the existence of a body like the United States Senate to place a check on the passions of the imprudent.

In truth, the senate has traditionally been a “conservative” body in that its rules and traditions allow for a more thoughtful and measured approach to legislation. After all, it used to be that these cloture votes would occur after hundreds of hours of talking, as an even smaller minority than the 40 GOP senators (the rules used to call for 66 votes in favor of cloture) could tie up the “World’s Greatest Deliberative Body” for weeks by reading cookbooks, the Congressional Record, and other time consuming tomes.

Cloture itself is a relatively recent invention. It was created prior to our entry into World War I when just a couple of senators could hold up the business of the senate simply by not yielding the floor (See Jimmy Stewart’s one man filibuster in Mr. Smith Goes to Washington).

The practical effect of all this talking was that bills were considerably watered down in the senate before going to conference. In order to achieve passage in the senate, the minorities concerns were addressed. And it prevented the kind of wholesale changes in American society that we are seeing with health care reform.

President Obama is not a prudent man. He is a reckless, arrogant ideologue who is so concerned with his legacy and his place in the history books, that he is willing to foist this very bad bill on the American people and damn the consequences. It is so big, so broadly drawn, encompasses so much, that it would be impossible for any group of bureaucrats to write rules and regulations that wouldn’t horribly infringe upon the liberties of the people.

There is no blueprint, no roadmap that would reveal what the long term consequences of passing this bill might be. Guessing at its cost is akin to looking into a crystal ball. And Harry Reid ain’t no gypsy. In fact, the Democrats have tried to hide the costs of the bill:

For starters, as CBO notes, the bill presumes that Medicare fees for physician services will get cut by more than 20 percent in 2011, and then stay at the reduced level indefinitely. There is strong bipartisan opposition to such cuts. Fixing that problem alone will cost more than $200 billion over a decade, pushing the Reid plan from the black and into a deep red.

Then there are the numerous budget gimmicks and implausible spending reductions. The plan’s taxes and spending cuts kick in right away, while the entitlement expansion doesn’t start in earnest until 2014, and even then the real spending doesn’t begin until 2015. According to CBO, from 2010 to 2014, the bill would cut the federal budget deficit by $124 billion. From that point on, it’s essentially deficit neutral — but that’s only because of unrealistic assumptions about tax and Medicare savings provisions. By 2019, the entitlement expansions to cover more people with insurance will cost nearly $200 billion per year, and grow every year thereafter at a rate of 8 percent. CBO says that, on paper, the tax increases and Medicare cuts will more than keep up, but, in reality, they won’t. The so-called tax on high cost insurance plans applies to policies with premiums exceeding certain thresholds (for instance, $23,000 for family coverage). But those thresholds would be indexed at rates that are less than health-care inflation — forever. And so, over time, more and more plans, and their enrollees, would bump up against it until virtually the entire U.S. population is enrolled in insurance that is considered “high cost.”

Chicanery in budgeting is not limited to the Democratic party. But it’s a question of scale, isn’t it? We’re not talking about fudging some numbers on a new jet fighter that might show a couple of tens of billions of dollars less over 5 years. We are discussing trillions of dollars in federal spending that are being covered up because if the true cost of this bill were known, it would be even more unpopular than it is now.

Prudence is a lost virtue in Washington. Neither party adheres to its meaning or even its spirit. Profligate, wastrel, wasteful, uncaring of the future - there is more broken in Washington than what passes for political discourse between the parties.
